The regulatory environment surrounding football has become genuinely complex. English clubs now face a statutory regulator with licensing and enforcement powers. EU clubs and agents face binding anti-money-laundering obligations from 2029. UEFA raises the bar on ownership integrity every season. Banks are de-risking. Sponsors are demanding documentation. Within this environment, there are two failure modes. The first is under-investment: frameworks that are too thin to withstand scrutiny, governance that exists on paper but not in practice, and readiness assessments that identify risks without building the controls to address them. The second is over-engineering: frameworks transplanted from retail banking that are disproportionate to football's actual risk profile, operationally unworkable, and that obstruct the commercial activity they are supposed to protect.
